What types of ID-documents are issued by the Sudanese authorities for non-Sudanese?
The Sudanese authorities issue a Refuge Id card or if the person is resident in Sudan a residence permit (sticker on the passport) for non-Sudanese persons. 

Do the Sudanese authorities issue birth certificates to persons who are non-Sudanese?
Yes, they do issue birth certificates for Sudanese and non-Sudanese persons who are born in Sudan. Currently, in the official birth certificate issued for non-Sudanese the father’s nationality is mentioned in the certificate to differentiate it from the Sudanese nationals’ birth certificates. Also, the current birth certificate includes a dry stamp.

Do the Sudanese authorities issue birth certificates to persons who are without residence permit in Sudan?
The Director of the Official Registry Office informed us that the non-Sudanese residents in Sudan have either a refugee card or a residence permit, so one must have a document legalizing the person’s status in Sudan, and accordingly the birth certificate is issued. 

What would it take for the Sudanese authorities to issue birth certificates to non-Sudanese and for person without permit in Sudan?
The parent has to have an ID e.g. refugee ID card or residence permit. 

If birth certificates are issued for persons who are not Sudanese, is this the same type of document as for Sudanese citizens? Or is it two different types of documents? If so, what is the difference between the two types of documents?
Currently, the situation is explained in question 2, but the official registry has established a committee to change the type of birth certificates and we will be informed about the new type. We asked for a sample but of course the Director informed us that it is not possible to give us one because it would be blank (security reasons).

Which authorities issue birth certificates?
Initially, the birth is registered at the maternity office in the hospital where the child is born, then this office sends the information to:The General Administration for the Civil RegistryAdministration for Civil Status which thus issues the birth certificate.
